Now this is some bullshit. Wouldn't you think, the harder you try to keep someone away from something, in this case, sex, they're gonna wanna try to do it some more?
It's like when you're a lil kid, and you beg and plead for your mother to let you have that one cookie before dinner, she still says no, she's not gonna budge... but you still want it.... what do you do? sneak around her and eat the damn cookie any way... same shit is happening here... instead of saying abstinence is the best way, I think promoting safer sex and would be a much better result.
